Department of Corrections must publish an annual report by September 1 each year detailing higher education programs in state prisons, including enrollment numbers, demographic breakdowns, and sentence lengths of participants.

Report must include data on waiting lists for educational programs, earned program sentence credits awarded, grievances related to higher education, and expenditures on adult basic education, high school equivalency, and higher education programs.

Report must explain how participation in educational programs factors into incarcerated persons' risk assessment scores and include aggregate departmental data as well as individual reports for each correctional facility.

Public and private 4-year universities and public community colleges offering higher education programs in prisons must provide student-level enrollment and completion data to the Board of Higher Education and Illinois Community College Board respectively.

The Board of Higher Education and Illinois Community College Board must annually publish higher education in prison program data on their websites, disaggregated by race, ethnicity, gender, age, and type of degree or certificate offered.
