Changes Election Code Sections 4-14.1 and 5-9.1 to require county clerks to issue certifications of death records and cancel voter registrations, rather than making these actions optional.

County clerk of the county where a decedent last resided must use the electronic reporting system for death registrations to cancel the registration of any person who died during the preceding month.

Maintains the existing duty of county clerks to examine vital records monthly and cancel registrations of deceased voters regardless of whether an electronic reporting system is established.

In counties with electronic systems, the bill mandates rather than permits the use of that system to process death registrations and remove deceased voters from precinct registers.
