IL HB3654

Creates a new Section 1A-70 requiring the State Board of Elections to establish a statewide reporting system for election authorities to track vote-by-mail ballot receipts.

Requires election authorities to record the number of vote-by-mail ballots received in four categories: before election day, on election day, after election day with postmark on or before election day, and after election day with postmark after election day.

Maintains existing requirement that election authorities transmit voter information (name, address, email, precinct/ward/township/district numbers) to the State Board of Elections within one day of receiving a vote-by-mail ballot.
