Collection sites for vote-by-mail ballots must be established only on grounds of public buildings where local government conducts business and contain no residential dwelling units.

All collection sites must be recorded by security cameras with recordings retained for 90 days after each election and made available to the public under the Freedom of Information Act.

State's Attorney must confirm security cameras are functioning at least once per week starting when first vote-by-mail ballots are mailed and continuing until election day.

Amends the Freedom of Information Act to designate ballot box collection site recordings as public records subject to inspection and copying during the 90-day retention period.

Act takes effect immediately upon becoming law.
