Reduces vehicle registration fees to $10 for owners age 65 or older, spouses of eligible seniors, or those approved for Senior Citizens and Persons with Disabilities Property Tax Relief benefits.

Applies the $10 fee to passenger cars with standard or digital registration plates, motor vehicles with special registration plates under specified code sections, and recreational vehicles registered at 8,000 pounds or less.

Eliminates surcharges on vehicle registrations for eligible seniors and their spouses under Section 3-806 of the Illinois Vehicle Code.

Limits eligibility to one reduced registration fee per 12-month period per individual, regardless of whether the fee is claimed by the senior, spouse, widow, or widower.

Does not apply to additional fees for vanity, personalized, or special license plates.
