IL HB3687

Amends the Illinois Highway Code to extend non-resident appointment eligibility requirements to district clerks, applying the same rules that currently apply to highway commissioners.

Allows boards of trustees to appoint non-residents or those who have not resided in a district for one year as highway commissioners or district clerks under specified conditions.

Removes the population requirement that limited non-resident appointments to townships with fewer than 500 residents.

Maintains the condition that non-resident or non-one-year-resident appointments are only permitted when no qualified local candidate willing to serve can be found.
