Consolidates teacher, administrator, and school support personnel training requirements into Section 10-22.39, with mandatory training on health conditions, social-emotional learning, cultural competency, mental illness warning signs, domestic/sexual violence, student protections, educator ethics, child sexual abuse prevention, and violence prevention by July 1, 2024, renewed every 5 years.

Requires specific health condition training including anaphylaxis, asthma management, seizure recognition, diabetes care, ADHD identification, and life-threatening bleeding response, with life-threatening bleeding training mandated by 2024-2025 school year (renewed every 2 years initially, then every 5 years starting 2027-2028).

Adds homelessness training requirement beginning 2024-2025 school year covering definitions, warning signs, student rights, identification procedures, and referral techniques, renewed every 2 years initially, then every 5 years starting 2027-2028.

Expands school counseling services to include completion of training outlined in Section 10-22.39 and allows online/asynchronous delivery of professional development training.

Updates implicit bias training requirements for public and nonpublic schools to reference consolidated training sections; removes redundant provisions on trauma-informed practices, mental health first aid specifics, and prior in-service training mandates that are now consolidated into Section 10-22.39.
