Amends the Downstate Firefighter Article of the Illinois Pension Code to adopt the Retirement Systems Reciprocal Act (Article 20) as part of the Downstate Firefighter Article.

Applies only to individuals who become entitled to receive a retirement annuity or survivor's annuity on or after the effective date of this amendatory Act and who elect to proceed under the Retirement Systems Reciprocal Act.

Amends the State Mandates Act to exempt the implementation of this mandate from state reimbursement requirements.
