Establishes protections for minors 11 years of age or younger admitted to mental health facilities for inpatient treatment under 405 ILCS 5/3-512.

Prohibits medical testing (including COVID-19, blood, and urine tests) without prior written parental or guardian consent, with exception for external temperature tests; parents retain right to be present during approved tests.

Prohibits threats of sedation, guns, tasers, isolation, or restraint unless the minor poses physical threat to person or property; refusal of medication, tests, or group sessions does not constitute a physical threat.

Prohibits force-feeding unless admission is related to an eating disorder; prohibits placing minors age 11 or younger in group sessions or rooms with minors age 13 or older.

Requires written parental consent and parental presence for strip searches; prohibits denial of comfort items from home (blankets, stuffed animals, photos) and use of ambulance for facility transfer unless parent/guardian unavailable or minor unable to walk.

Mental health facilities violating these provisions must pay civil penalties to the Department of Human Services, with penalty amounts determined by rule; collected penalties fund care for minors with mental health issues.
