Requires State agencies to submit annual procurement reports by October 1 each year, covering the prior fiscal year ending June 30, with first report due October 1, 2023.

Annual reports must include total dollar amounts awarded and expended by service type, DBE/BEP program goals and achievement, vendor demographic breakdown, and top 5 prime and DBE/BEP contractors with amounts awarded.

Mandates chief procurement officers provide written explanation within 60 days when a bidder fails to be awarded a contract after 4 consecutive bids for the same services to a single agency, detailing reasons for all 4 rejections.

Requires Department of Central Management Services to develop a bidder assessment scorecard in consultation with State agencies that includes a line item measuring bidder ability to meet agency DBE/BEP goals.

Makes reports publicly accessible and requires distribution to at least 10 television news outlets in the State; effective immediately upon passage.
