IL HB3740

Amends the Higher Education Student Assistance Act to modify the definition of "institution of higher learning" regarding academic programs for incarcerated students.

Excludes academic programs for incarcerated students from the definition of qualified institutions, except for students participating in the monetary award program established under Section 35 of the Act.

Allows incarcerated students in the monetary award program to access higher education assistance despite the general exclusion of prison education programs from qualification requirements.

Makes no changes to existing definitions of full-time student, part-time student, public university, or other institutional requirements in the Act.
