Director of Central Management Services authorized to transfer title to the Tinley Park Mental Health Center and Howe Developmental Center to Tinley Park - Park District (TPPD) for $1.

Property transfer includes real estate, existing structures, utility facilities, improvements, and all tangible personal property on the combined campuses located in Cook and Will Counties.

TPPD must use the property for public purposes only, including recreation and conservation, and cannot use it for gambling under the Illinois Horse Racing Act or Illinois Gambling Act.

Title reverts to the State of Illinois if the property is used for non-public purposes, sold, conveyed, or used for gambling.

Transfer documents shall be prepared as "as is, where is, with all faults" quit claim deed and bill of sale with no state representations regarding property condition or fitness for any purpose.
