IL HB3746

Amends the Mental Health and Developmental Disabilities Administrative Act to require non-licensed direct care staff administering medications to score 100% on competency-based assessments demonstrating proficiency in medication passing skills.

Requires additional competency-based assessments by nurse-trainers whenever staff need further skill development and training to administer specific medications.

Mandates that every facility health care program adopt written policies and procedures for individuals who choose to obtain preventative health and self-medication skills in consultation with professional nurses or other medical personnel.

Requires nurse-trainers to evaluate individuals desiring independence in self-medication administration using the Department's standardized screening and assessment instruments to determine their ability to self-medicate.

Permits use of assistive or enabling technologies to demonstrate a person's capability to self-administer their own medications.
