Municipalities may adopt ordinances requiring ranked choice ballots for mail-in voting in consolidated primary elections and consolidated general elections, upon receipt of a written statement from the election authority confirming administrative capability.

Municipalities may adopt ordinances allowing any qualified voter to use ranked choice mail-in ballots for any municipal and township election, removing the restriction that previously limited such ballots only to military members and those outside the United States.

Creates new Section 16-5.02 authorizing the State Board of Elections to adopt rules mandating all election authorities conduct State, local, and federal primary elections (excluding presidential primaries) using ranked ballot methods when more than 2 candidates are nominated for an office.

Nonpartisan primary elections using ranked ballots shall list all candidates on a single ballot designating their party affiliation, with the top 2 candidates advancing to the general election regardless of party, and all qualified voters permitted to vote regardless of party registration.

The State Board of Elections must adopt implementation rules for ranked ballots and conduct a voter education campaign explaining the ballot design and voting procedures.
