Creates a standardized electronic form for community college districts to document student demand or workforce needs for baccalaureate degree completion programs.

Requires the Illinois Community College Board to initially review forms and either forward them to the Board of Higher Education or allow districts to appeal directly if the Board does not concur with the demonstrated need.

Directs the Board of Higher Education to send partnership notifications to public universities first, then to all universities statewide if no viable responses are received from the initial request.

Allows the Board to require all public universities to respond to partnership requests if no viable options emerge after the second notification period.

Permits community colleges and universities to establish degree completion partnerships independently outside this formal process, and requires the Board and Illinois Community College Board to jointly adopt rules for implementation.
