Creates a 4-year uniform admission system pilot program beginning with the 2024-2025 academic year for all public universities (except those already with equal or less restrictive transfer policies) to admit community college transfer students.

Guarantees admission to transfer students who: enrolled at an Illinois community college after graduating from an Illinois high school, earned a minimum of 36 graded transferable semester hours, maintained a minimum 3.0 GPA in transferable coursework, and satisfied English language proficiency requirements.

Requires universities to encourage transfer students to consult the Illinois Articulation Initiative general education core curriculum to determine course transferability.

Permits institutions to establish transfer admission policies that are less restrictive than those prescribed in the statute.

Modifies existing provisions requiring the University of Illinois to guarantee admission to community college transfer students beginning with the 2022-2023 academic year under the same criteria.
