Defines "relay box" as a device designed to capture signals from vehicle key fobs to unlock and start motor vehicles without the original key.

Prohibits possession of relay boxes in Illinois except by mechanics, licensed vehicle dealers, licensed locksmiths, repossession agents, and state or local law enforcement officers.

Classifies violation of relay box possession restrictions as a Class A misdemeanor.

Takes effect immediately upon becoming law.
