Amends the Cemetery Oversight Act to require cemetery authorities to create written contracts signed by both parties in paper or electronic form at the time arrangements are made and before services are rendered.

Contracts must include the arrangement date, price and services included, supplemental items requested with pricing, payment terms, and any monetary advances made on behalf of the family.

Cemetery authorities must maintain a copy of all written contracts in permanent records.

Retail installment contracts for interment, entombment, or inurnment rights must contain a clearly visible notice in 12-point bold, underlined, capital letters stating that deeded interest rights do not vest until final payment.

Notice must inform consumers that upon uncured default, including when contracts are rolled into new open-balance contracts with additional rights or merchandise, there will be no deeded interest.
