Amends the State Employees Group Insurance Act of 1971 to add requirements for group health benefit programs administered by the Department of Central Management Services for annuitants, retired teachers (TRS), and retired community college employees.

Requires the Department to notify the Commission 90 days before contract expiration and disclose request for proposal rating processes, including bid documents, proposed contracts, and negotiations materials.

Mandates a regional analysis in the request for proposal process to identify coverage gaps for annuitants or retirees in any area of the state.

Requires the Department to conduct satisfaction polls of at least 10% of current benefit recipients before selecting contracts for the next fiscal year, with results disclosed to the Commission and subject to public hearings.

Requires the Director to procure at least 2 contracts providing group health benefits for annuitants, retired TRS recipients, and retired community college recipients, and maintain this minimum number going forward.
