Expands the definition of "public works" under the Prevailing Wage Act to include construction projects involving fixtures or permanent attachments affixed to light poles owned by public bodies, including street lights, traffic lights, and other lighting fixtures.

Applies prevailing wage requirements to light pole projects whether or not done under public supervision or direction, or paid for wholly or in part out of public funds.

Excludes light pole projects from prevailing wage requirements only if the project is performed by employees employed directly by the public body.

Maintains existing prevailing wage definitions and requirements for hourly cash wages plus annualized fringe benefits for training, apprenticeship, health and welfare, insurance, vacations, and pensions.
