Amends the Firearm Owners Identification Card Act to subject firearm ammunition sales and transfers to the Firearm Transfer Inquiry Program, requiring Illinois State Police to conduct criminal background checks on purchasers before ammunition can be acquired.

Non-licensed firearm dealers selling or transferring ammunition to non-licensed dealers must contact either a federally licensed dealer or the Illinois State Police with the purchaser's FOID card number to verify eligibility; approval is valid for 30 days.

Requires record-keeping of ammunition transfers including quantity, type, transfer date, and purchaser FOID information; violations constitute Class A misdemeanor for first offense and Class 4 felony for subsequent offenses within 10 years.

Permits Illinois sellers to ship ammunition to residents only upon verification of valid FOID or concealed carry license and matching address on driver's license or state ID; out-of-state sellers must receive documentation before shipment.

Exempts certain persons from ammunition transfer requirements including law enforcement, those exempt from FOID requirements under Section 2, and family member transfers; federally licensed dealers conducting background checks may charge up to $25 per transaction.
