Amends the Abused and Neglected Child Reporting Act (325 ILCS 5/3) to exclude incidents from "blatant disregard" when a failure to provide food, shelter, or clothing is solely attributable to a parent's or caregiver's financial inability.

Adds new definition of "child in need of supportive services" for children whose parent or caregiver needs a child welfare services referral due to financial inability to provide adequate food, clothing, and shelter, unless the child is at imminent risk of harm.

Clarifies that a child shall not be considered neglected solely because a parent or responsible person cannot provide necessary care based exclusively on financial inability.

Requires the Department of Children and Family Services to evaluate the family's financial circumstances, assess service needs, and make demonstrable efforts to offer family preservation services or refer for child welfare services before determining a child is neglected.

Restructures the "neglected child" definition into six numbered subsections and consolidates exceptions under which a child cannot be considered neglected into five lettered provisions.
