Establishes a temporary moratorium on issuing certificates of authority for construction and operation of carbon dioxide pipelines in Illinois until the federal Pipeline and Hazardous Materials Safety Administration (PHMSA) adopts revised safety standards for CO2 transportation.

Requires any pending applications for CO2 pipeline certificates before the Illinois Commerce Commission to be held in abeyance without prejudice until PHMSA completes its rulemaking or the moratorium expires.

Moratorium expires after 2 years from the Act's effective date or upon PHMSA's adoption of new CO2 pipeline safety standards, whichever occurs first.

Cites the 2020 Satartia, Mississippi CO2 pipeline failure that caused local evacuations and required medical attention for approximately 50 people as justification for pending federal safety rulemaking.

Takes effect immediately upon becoming law.
