Restores provisions of the Illinois Health Facilities Planning Act to their form before amendment by Public Act 101-83, affecting Sections 6, 8.5, 12, and 12.2.

Reduces newspaper publication requirements for change of ownership applications from 3 consecutive days to 1 day in newspapers of general circulation.

Removes restrictions on Board acceptance of multiple exemption applications for discontinuation of services within a 6-month period, allowing facilities to apply without the previous waiting period limitation.

Eliminates the definition of "change of ownership among related persons" from Section 6 and relocates that definition to Section 8.5 with an expedited 45-day review process for related-party ownership transfers.

Creates new public notice and hearing requirements for facility closures (3 consecutive days publication) and category of service discontinuations, including notification to local media and state legislators.

Repeals Section 8.7 of the Act and takes effect immediately upon becoming law.
