• Redefines "in uniform" to mean officers primarily assigned to respond to law enforcement-related encounters; officers assigned to other duties are not considered "in uniform" for body camera purposes.

• Adds "no expectation of privacy" definition covering persons in publicly accessible areas or engaging with officers during official duties, even in private residences when officers are lawfully present.

• Eliminates requirement for officers to provide notice of recording on and after January 1, 2026, for persons without reasonable expectation of privacy.

• Restricts FOIA disclosure of body camera recordings to instances where a recording is flagged due to complaint filing, firearm discharge, use of force, arrest/detention, or death/bodily harm, and only to the encounter subject with written authorization.

• Removes requirement for law enforcement agencies receiving camera grants to report criminal/civil cases and violations in which recordings were used.
