HB3816 Summary

• Establishes a system for the Illinois Law Enforcement Training and Standards Board to develop, deliver, and track in-service training courses, with authority to deliver training electronically unless otherwise specified in the Act.

• Requires police officers to complete at least 40 hours of in-service training over a 3-year period, effective January 1, 2024.

• Specifies mandatory in-service training topics including use of force and de-escalation techniques, Fourth Amendment law, officer safety, cultural competency, trauma-informed response to sexual assault, domestic violence psychology, emergency medical response, crisis intervention, officer wellness, and firearms restraining order training.

• Consolidates previous in-service training requirements scattered across Sections 7.1 and 10.6 into the new Section 7.9, repealing those two sections.

• Takes effect January 1, 2024.
