IL HB3822

Creates an Advisory Council on Bilingual Education consisting of 17 members appointed by the State Superintendent of Education to advise on policy and rules for bilingual education programs.

Requires the Council to submit reports by December 1, 2011, and January 1, 2013, addressing modifications to attendance minimums, educator certification requirements, program flexibility, parental involvement, and cultural competency training.

Mandates the Council deliver a report within one year of the effective date on incentivizing dual language instruction, including expansion strategies, funding mechanisms, teacher supply development, and student progress standards.

Defines "parent academies" as after-hours parent development programs in native languages designed to help parents of English Language Learner students advocate for their children's academic success and support learning at home.

Defines "cultural competency program" as staff development to help teachers meet the social, emotional, and academic needs of culturally and linguistically diverse students through self-awareness and instructional strategy training.
