Amends the Higher Education Student Assistance Act to create a grant program for volunteer firefighters and volunteer EMS personnel enrolled in associate degree programs at public community colleges.

Eligible applicants must be Illinois residents, active volunteer firefighters or EMS personnel, high school graduates or equivalent, meet college admission requirements, and be enrolled in an associate degree program.

Grant covers all tuition and mandatory fees, paid directly to the public community college, and is renewable for up to 2 years of full-time enrollment.

Grant recipients must maintain satisfactory academic progress and have no outstanding balance with their community college to remain eligible.

Illinois Student Assistance Commission must adopt rules for program implementation; funding is subject to appropriation and takes effect immediately upon passage.
