Amends Section 4-50 of the Illinois Election Code to require grace period registrants to present identification showing their date of birth in addition to existing registration requirements.

Grace period registrants can register or change address during the period from close of registration until and including election day at the election authority office, permanent polling places, early voting sites (beginning 15 days prior), polling places on election day, or designated voter registration locations.

Grace period voters must cast ballots in person and cannot revoke their ballots to vote another ballot for the same primary or election.

Election authorities must transmit grace period voter information (name, address, email, precinct/ward/township/district numbers) electronically to the State Board of Elections within one day of ballot casting for public access by political committees.

Counties with populations under 100,000 without electronic poll books may opt out of polling place registration if they establish grace period registration and voting at the election authority's main office and in municipalities where 20% or more of county residents live.
