Increases the required percentage of local farm or food products purchased by State agencies and State-owned facilities from 10% to 20%, effective 2020 onward.

Requires State-funded entities (schools, hospitals, child care facilities, etc.) to purchase at least 20% local farm or food products by 2023 onward, changing the deadline from 2020 and removing the $25,000 annual spending threshold.

Mandates that of the 20% local farm or food products purchased, at least 10% must come from minority-owned food producers for both State agencies and State-funded entities.

Allows qualified bidders using local farm or food products to receive preference in State contracting if their costs do not exceed bids without local products by more than 10%.

Requires State agencies and facilities to track and report local farm or food product purchases annually starting with fiscal year 2021 as a baseline, with public reporting beginning January 1, 2024.
