IL HB3859

Amends the Illinois Procurement Code to increase the annual gross sales threshold for "qualified veteran-owned small businesses" from $75,000,000 to $150,000,000, as evidenced by federal income tax returns.

Maintains the existing 3% goal for State contracts to be awarded to service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB).

Requires the Commission on Equity and Inclusion to conduct minimum 2 outreach events per year and submit annual reports comparing year-by-year certifications and contract awards to veteran-owned businesses.

Allows businesses certified by the federal Vets First Verification Program to be automatically certified by the Commission if they provide documentation of home office location in Illinois and proof that owners live in Illinois.

Establishes penalties including 3-year suspension from State contracts and certification revocation for businesses that fraudulently claim veteran-owned status, with 5-year penalties for subsequent violations.
