School boards must ensure the Individualized Education Program (IEP) process is transparent for all students and families, and must adopt a policy guaranteeing equitable and clear access to the IEP process.

School districts organized under Article 34 must publish proposed changes to special education policies, directives, guidelines, or procedures on their website at least 45 days before adoption (or 30 days for school board-authorized changes) and allow for virtual public comments.

School districts organized under Article 34 must make their entire special education Procedural Manual and guidance documents publicly available in print and online in English and Spanish, with other languages and accessible formats available upon request.

School boards must immediately provide written materials upon request describing policies, procedures, rules, and regulations regarding identification, evaluation, and educational placement of children with disabilities, including information about rights and available legal services.

Parents or guardians who are deaf or do not communicate using spoken English are entitled to interpreter services when participating in IEP meetings or Section 504 meetings.
