Prohibits new child care facilities from being located near hazardous waste disposal sites or heavily polluted areas after the bill's effective date.

Requires the Environmental Protection Agency, in conjunction with the Department of Children and Family Services and other relevant agencies, to implement an environmental risk screening program to identify if proposed child care facilities are near or on hazardous waste disposal sites.

Mandates the Department of Children and Family Services to conduct environmental inspections of child care facilities to identify concerns with the property, building, or adjacent businesses, including cross-referencing with environmental databases for superfund sites, dry cleaners, sanitary landfills, brownfields, and federal sites.

Requires inspections to assess potential sources of contaminants affecting air, soil, or water, including proximity to major highways, rail yards, airports, factories, power plants, refineries, and businesses like auto body shops, dry cleaners, gas stations, and print shops.

Directs the Department and Agency to adopt rules implementing the environmental risk screening program.
