IL HB3885

Creates an assault weapon and large capacity ammunition feeding device buyback program administered by the Office of Firearm Violence Prevention, subject to appropriation.

Authorizes the Office of Firearm Violence Prevention to purchase operable assault weapons and large capacity ammunition feeding devices from willing owners; permanently inoperable weapons are ineligible.

Permits non-assault weapon firearms to also be included in the buyback program.

Requires purchased firearms and devices to be delivered to the Illinois State Police, which may destroy them, use them for training and state police purposes, or transfer them to municipal and county law enforcement agencies.

Directs the Department of Human Services to adopt rules to implement the program.
