Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act to require that procurement goals apply to 100% of state agency total procurement spending, removing previous limitations on scope.

Maintains existing aspirational goals of 30% for non-construction contracts (with sub-goals of 16% for minority-owned, 10% for women-owned, and 4% for disability-owned businesses) and 20% for construction contracts (with sub-goals of 11%, 7%, and 2% respectively).

Requires state agencies and public institutions of higher education to notify the Commission on Equity and Inclusion of all non-responsive bids or proposals.

Mandates all state contract solicitations include utilization plans from bidders demonstrating good faith efforts to meet Business Enterprise Program participation goals, with 10 calendar days to cure deficiencies in accepted bids.

Makes goals contingent on results of the most recent disparity study conducted by the State.
