Amends the Illinois Housing Development Act to authorize the Illinois Housing Development Authority to create an incentive program for affordable housing projects that incorporate urban and suburban gardening programs.

Defines "gardening" as production of consumable produce for personal use or sale, including farming of chickens, ducks, and small farm animals for milk production.

Requires participating affordable housing projects to provide land, buildings, and tools necessary to develop and maintain gardens or farms.

Directs the Authority to consult with the University of Illinois on best practices in urban gardening, vertical gardening, aquaponics, and community gardening.

Requires the Authority to coordinate with the Department of Commerce and Economic Opportunity to create distribution networks linking urban and suburban gardens with local businesses for sale of locally-grown agricultural products.
