Creates the State Procurement Diversity and Inclusion Task Force to study underrepresentation of minorities, women, persons with disabilities, and LGBTQ+ community members in Illinois state procurement opportunities and awards.

Task Force shall review business filing requirements, the Business Enterprise Program, and the Illinois Procurement Code to identify improvements that increase diversity and inclusion.

Task Force composition includes the Secretary of State as Chair, four legislative members (one each from House and Senate leadership and minority leadership), two chief procurement officers, and five members representing women-owned, disability-owned, minority-owned, and LGBTQ+-owned businesses.

All members must be appointed by September 1, 2023, and the Task Force shall hold at least 5 meetings with the Secretary of State providing administrative support.

Task Force must submit a final report with findings and recommendations to the Governor and General Assembly by January 1, 2025, and the Task Force is repealed on January 1, 2026.
