HB3896 Summary

• Creates definition of "endangered missing youth" (persons age 18 or younger whose whereabouts are unknown) and establishes that all such youth are presumed abducted until evidence proves otherwise.

• Requires Illinois State Police to create a Be on the Lookout (BOLO) System in LEADS that alerts the Missing Persons Awareness Network when an endangered missing youth is entered into the system, with immediate entry following case number assignment.

• Designates endangered missing youth as high-risk missing persons eligible for immediate notification to law enforcement agencies and provisions for Endangered Missing Person Advisories and BOLO alerts.

• Replaces terminology of "runaway youth" with "missing youth" throughout Illinois statutes covering child welfare services, missing persons identification, and county/township/municipal youth services programs.

• Requires Illinois State Police to coordinate with Missing Persons Awareness Network to reach out to affected families and take initial steps assisting in locating missing youth when BOLO System is triggered.
