HB3903 Summary

• Adds Section 9-50 to the Election Code prohibiting vendors providing automated traffic enforcement systems and their affiliated persons from making campaign contributions to political candidates or committees.

• Restricts employment and compensation relationships between vendors providing automated traffic enforcement systems and members of the General Assembly (with a 2-year cooling-off period for former members) and municipal/county officers and employees.

• Requires municipalities and counties operating automated traffic law enforcement systems to conduct statistical safety analyses following installation and every 2 years thereafter, with results published publicly.

• Mandates that the authority to issue citations through automated traffic law enforcement systems remain solely with the municipality or county and cannot be delegated to vendors.

• Establishes procedures for Department approval of vendor changes and permits authority to revoke permits if officials are charged with bribery or misconduct related to the automated traffic enforcement system.
