IL HB3906

Lowers the retirement age for Tier 2 members of the State Universities Retirement System (SURS) who are police officers or firefighters from age 60 to age 55, provided they have at least 20 years of service and meet Rule 4 of Section 15-136.

Makes the age reduction retroactively effective to January 1, 2011, allowing eligible members to potentially claim back benefits.

Excludes any benefit increases resulting from this bill from the definition of "new benefit increase" under Section 15-198, exempting it from the 5-year expiration requirement and additional funding provisions that normally apply to new pension benefits.

Applies to SURS participants employed as police officers or firefighters in the state university system.
