Establishes fixed minimum teacher salaries for Illinois public schools at $42,500 for 2029-2030, $45,000 for 2034-2035, $47,500 for 2039-2040, and $50,000 for 2044-2045 school years.

Removes the automatic cost-of-living adjustment provision that previously increased minimum salaries annually by the percentage increase in the Consumer Price Index for All Urban Consumers.

Maintains existing minimum salary requirements of $32,076 for 2020-2021, $34,576 for 2021-2022, $37,076 for 2022-2023, and $40,000 for 2023-2024 school years.

Keeps provisions requiring higher minimum salaries based on teacher education level (bachelor's degree, 150+ semester hours with master's degree) and experience-based salary increases.

May require state reimbursement under the State Mandates Act.
