Defines "immediate hazard" as a vehicle approaching an intersection at proximity and speed that presents a danger of collision or accident.

Allows bicycle operators to proceed through a stop sign without stopping if they slow to a reasonable speed and yield the right-of-way to pedestrians, other traffic, and oncoming traffic that poses an immediate hazard.

Prohibits the stop sign exception from applying to intersections with active railroad grade crossings.
