• Amends the Metropolitan Transit Authority Act, Local Mass Transit District Act, and Regional Transportation Authority Act to provide free fixed-route public transportation services to all eligible seniors and disabled persons regardless of income.

• Modifies the Illinois Vehicle Code to remove income restrictions from fee waiver provisions for seniors and disabled persons in vehicle registration and related programs.

• Applies to the Metropolitan Transit Authority Board, all Local Mass Transit Districts, the Suburban Bus Board, and the Commuter Rail Board.

• Takes effect January 1, 2024.
