Secretary of State shall develop and maintain a voluntary database allowing Illinois residents to register themselves or loved ones with developmental, cognitive, mental, medical, or physical disabilities who may need special assistance during emergency or non-emergency situations.

Database shall collect critical information including methods of communication, sensory and medical issues, and approach and de-escalation techniques to inform first responders.

Secretary of State shall issue identification cards to registered participants that enable first responders to identify individuals requiring special assistance.

Amends the Illinois Vehicle Code by adding Section 6-913.
