IL HB3933

Amends the Bill of Rights for Children to require detained juveniles with delinquency petitions to have access to mental health services and professionals.

Mandates that juvenile probation officers, juvenile detention center employees, Department of Juvenile Justice employees, and juvenile police officers receive training in adolescent development, child trauma, behavioral health conditions, and trauma-informed de-escalation techniques.

Requires juveniles released from detention to receive counseling, therapy, and job training to support reentry into society.

Requires parents, guardians, or legal custodians to be informed of all mental health interventions and services provided during detention and available after release.

Defines "juvenile" as a delinquent minor under the Juvenile Court Act of 1987 or a person who is the subject of a delinquency petition filed under that Act.
