Adds mental health prevention services coverage (Code H0004 TF TL - Therapy and Counseling Brief Intervention Services) to Illinois Medicaid for children under 21 and adults 21 and older who are otherwise eligible.

Services are deemed medically necessary for addressing immediate clinical issues without requiring a mental health diagnosis, and do not require completion of an Integrated Assessment and Treatment Planning service.

Permits up to 8 clinical sessions of no more than 90 minutes per session, delivered by licensed practitioners of the healing arts or qualified/mental health professionals under the direction of a licensed practitioner.

Establishes specific billing codes: H0004 TF TL for licensed practitioners, H0004 HO TL for qualified mental health professionals, and H0004 HN TL for mental health professionals.

Requires the Department of Healthcare and Family Services to apply for federal approval within 3 months if necessary and adopt administrative rules within 6 months of effective date (or 6 months after federal approval, whichever is later).
