Amends the Illinois Domestic Violence Act of 1986 by modifying Section 304 regarding law enforcement assistance in domestic violence situations.

Allows law enforcement officers to seek diversion or alternative placement without making an arrest when the alleged offending party is a juvenile and there are no aggravating factors.

Maintains all existing law enforcement duties to prevent further abuse, including arresting abusers where appropriate, seizing weapons, accompanying victims, providing information and referrals, and arranging transportation or emergency protective orders.

Requires officers who do not exercise arrest powers to file a police report, inform victims of their right to request criminal proceedings, and advise victims about seeking medical attention and preserving evidence.

Requires weapons seized during domestic violence investigations to be returned to their owner once no longer needed for evidentiary purposes, except as provided by court order or other law.
