Adds provision allowing victims or alleged victims named in a juvenile law enforcement record to request the name of the minor alleged offender in writing from the law enforcement agency, unless release would impede the criminal investigation.

Requires law enforcement agencies to provide the offender's or alleged offender's identity to the victim within 30 days of receiving a written request.

Mandates victims sign an affidavit agreeing not to publicly disclose the offender's identity, except for use in civil litigation purposes.

Prohibits public disclosure of the minor offender's identity by the victim or alleged victim, with the sole exception of civil litigation proceedings.
