Requires the Department to host licensing orientation programs at least twice annually in each Representative District, available in person and virtually, with accommodations for non-English language requests.

Mandates the Department submit a comprehensive annual report by September 30th to the General Assembly detailing child day care licensing progress, funding, staffing, and performance metrics.

Report must include funding details (full-time employees, revenue sources, federal funding amounts), staffing qualifications compared to job descriptions, and historical caseload data since fiscal year 2010.

Report shall track quarterly performance measures including application processing times (90 days), license renewal timeliness, monitoring visit completion rates, complaint resolution (30 days), and licensing orientation availability.

Directs the Department to coordinate with the Department of Human Services and State Board of Education on professional development, credentialing, training registry, and Quality Rating and Improvement Systems.
