State Board of Education shall develop a comprehensive literacy plan in consultation with education stakeholders, with adoption required by January 31, 2024.

Plan must address optimal kindergarten through grade 6 classroom student-to-teacher ratios.

Plan must establish a comprehensive reading teacher content area test covering phonological awareness, phonics, vocabulary, linguistics, morphology, comprehension strategies, and reading assessment methods.

Plan must establish a grant program providing funding to school districts for hiring reading teachers, reading specialists, literacy specialists, and reading and literacy coaches.

Plan must establish a grant program allowing school districts to provide bonuses to educators with Reading Teacher or Reading Specialist Endorsements on their Professional Educator License.
